Safety is a consideration from inception to demolition, not just during the construction phase. The Construction
Design and Management Regulations (CDM) have been significantly revamped; CDM
2007 sets out obligations for all
parties in the management of safety during the construction process. Highways/Infrastructure engineers, traffic
engineers, urban designers, transport planners, project managers and indeed all those who undertake project
procurement and/or contribute to the design have specific duties to discharge as either a “designer” or “client”.
