Defining and auditing health and safety management standards in Universities.
HASMAP has been developed specifically for use in Higher Education Institutions by the Universities Safety & Health Association (USHA) and has been accepted by the Health and Safety Executive (HSE) and the Universities and Colleges Employers Association (UCEA) as a valid scheme for measuring health and safety management performance in the Higher Education sector.
Based on the Health and Safety Executive’s guidance document HSG65 “Successful Health and Safety Management” HASMAP sets out a comprehensive management system for effective risk control.
The health & safety management best practice methods of HSG65 are arranged into 12 Performance Indicators which form the core of HASMAP. Performance is judged and reported against these 12 Indicators and is divided into four performance levels.
HASMAP can be applied to any of the variety of typical “business units” in UK HEIs e.g. Faculty, School, Academic Department, Service Department, College or to the university as a whole.
Benefits The benefits of HASMAP are that it:
a. focuses on the effectiveness of H&S risk management.
b. is objective not bureaucratic.
c. has been tailored specifically to the needs of the sector.
d. provides a much better indicator of current and future performance than accident statistics.
e. is free to use once the Institution’s H&S professionals are trained.
f. is recognised by the Chairs of University Councils, the HSE and HEFCE.
g. provides a simple bar chart of performance against 12 key indicators which helps highlight strengths as well as areas for improvement.
h. enables tracking of performance over time and offers benchmarking opportunities.
i. simplifies reporting of H&S performance to University Councils, Boards of Governors etc.
HEFCE endorsed the scheme and provided financial support such that a training course has been developed by USHA for delivery to H&S professionals within the Higher Education sector to encourage and promulgate the introduction of the scheme.
